These losses are a major reason behind the stiff pricing of international calls for Africans. The lack of up-to-date billing systems between telecoms is held responsible.
Charges to carriers for using the networks of others – also known as interconnect – is a challenge for many African operators. Complete interconnection between networks is crucial in a competitive environment, but this is easier said than done. The problem is twofold: firstly a regulatory issue – usually about the level of interconnect costs – and secondly a practical issue of installing equipment for allowing interconnect and billing for this traffic. From 1 April 2008, those who have breached immigration laws can be excluded under the new immigration rule HC 321. Under the new rules, any person who has committed a breach no matter how minor will face a mandatory ban from the UK ranging from 1 to 10 years. Brian Kariuki, 20, of Creighton, MO, has been arrested and is in the Cass county jail in Harrisonville, MO accused of causing serious injury to a 3-month old infant.
